WEST BENGAL SOLIDARITY WEEK OBSERVED IN STATES
THE VOICE OF THE LEFT AND DEMOCRATIC MOVEMENT OF WEST BENGAL WAS REVERBERATED IN CORNERS OF INDIA DURING THE SOLIDARITY WEEK. HERE IS A SHORT REPORT FROM THE STATES.
Public meetings, rallies, seminars, hall meetings, street corner meetings, special conventions were held at hundreds of places throughout India in defence of the Left Front and its government in West Bengal during the solidarity week from September 12 to 18. In some states, the programmes were held beyond one week and it would actually continue throughout this month. The call to observe the week was given by the extended central committee meeting of the Communist Party of India (Marxist), in Vijaywada.
CPI (M) general secretary Prakash Karat addressed a public meeting in Patna on 17th September. He alleged that the UPA government was abetting Banerjee 'using Maoists' to kill CPI (M) workers in West Midnapore, Bankura and Purulia in the state. Thousands of CPI (M) workers had also been forced to leave home by armed Maoists apparently to ensure that the Trinamool Congress-led alliance won the assembly elections, the CPI (M) leader claimed. Karat, however, said Left workers had launched action to retrieve lost ground in three naxal-infested districts bordering Jharkhand. He strongly defended the Left front government and cited the implementation of land reforms, panchayati raj, scientific education in madarsas, and prevalence of communal amity as its landmark achievements. Karat said the fight against reactionary and communal forces would suffer a blow if the Left forces were to be weakened in the country.
In Tamilnadu, thousands of general public gathered in this campaign programme from Chennai to Kanyakumari. As part of this campaign, CPI (M) central secretariat member, Nilotpal Basu, addressed special meetings at Thanjavur, Kalpakkam in Kancheepuram district and Ponneri in Thiruvallur district. CPI (M) Tamilnadu state secretary G Ramakrishnan, central committee members N Varadharajan, T K Rengarajan, MP, V Vasuki and state secretariat members participated at various places. CPI (M) central committee member Md Salim and west Bengal Tourism Minister Manab Mukherjee also addressed number of meetings.
As a part of this campaign, a well prepared photo-cum-art Exhibition was conducted throughout the state. Thousands of people witnessed the exhibition. There are 60 pieces of art work which describe the great achievements of the Left Front government and the grave threats and violent attacks of the TMC-Maoist combine on CPI (M) and the Left in the past two years. The content of the exhibition was effectively prepared by veteran writer, N Ramakrishnan, and the photographic collage was made by writer and artist Dr Sri Rasa. This exhibition added a sensitive touch to the week long campaign programme.
Earlier, the campaign was started with a special publication of "Theekkathir" daily on the Left Front government in West Bengal, the LDF government in Kerala and and the Left Front government in Tripura. The issue also focussed on the attacks of ruling classes on the party. Around 1.10 lakh tabloids of this special issue have been taken to the people throughout the state.
In Andhra Pradesh, a number of programmes were held as part of the solidarity campaign. On Septemeber 15, B V Raghavulu attended a convention held in Vishakapatnam while central committee members P Madhu and M A Gafoor participated in a meeting in Kurnool on September 18. In Hyderabad, a convention was held on 19th September where the main speaker was CPI (M) West Bengal state secretariat member Sridip Bhattacharya. Polit Bureau member and state secretary B V Raghavulu presided over the meeting while the deputy general secretary of CPI S Sudhakar Reddy and state secretaries of Forward Bloc and RSP parties also addressed it. A 30-minute documentary on the latest situation in areas of West Medinipur district was screened on this occasion. The documentary has been produced by New Media, which is a part of the India News Network. Earlier a rally was taken out from the state committee office in RTC X Roads to the venue of the convention in Sundarayya Vignana Kendram in Bagh Lingampally.
A land of martyrs, an eye witness to the semi fascist, anti communist terror, Tripura , stood firm in solidarity with West Bengal, the frontal of the Left and democratic movement of the country. From 11th September in each corner of the state, thousands of people joining in the mass meetings have expressed their unflinching support to the fighting masses of West Bengal and have warned against any attempt of creating an state of anarchy in Tripura.The Tripura state committee of the party has started the program from 11th itself and it would continue up to 29th of this month.
The solidarity program in the state got underway on 11th at Belonia with a huge number of toiling masses joining the rally addressed by CPI(M) CC member and Finance Minister of Tripura , Badal Choudhury. The mood of the gathering was that of taking a pledge to thwart the conspiracies of the national and international reactionary forces to weaken the Left Front Govt of West Bengal. The same mood of solidarity and resistance was visible in each and every mass meeting. On 15th, CPI (M) Polit Bureau member and Tripura CM Manik Sarkar addressed another mammoth gathering at Udaypur. On the same day, the state capital Agartala witnessed a huge gathering of masses in the solidarity rally addressed by CPI(M) CC member and West Bengal Housing minister Gautam Deb. CPI(M) Tripura state secretariat member Gautam Das also spoke in the meeting. On 14th at a rally in Bishalgarh, West Bengal minister for SHG and self employment Rekha Goswami elaborated on the achievements and pro people measures of the LF govt in West Bengal. Goswami along with Tripura Left Front Committee convenor Khagen Das addressed a mass meeting in Kamalpur too. CPI (M) CC member Shyamali Gupta spoke in a rally at Dharmanagar. MP and CCM, Bajuban Reang spoke in a rally at Manughat. Addressing two meetings at Gandachheraa and Raisyabari on 14th, CPI (M) state committee sectary Bijan Dhar said the concerted attack on the Left in West Bengal is aimed at weakening the struggle against neo liberalism, imperialism. In Sonamurra, West Bengal minister for land and land revenue Rezzak Mollah addressed a well attended rally, while CPI (M) West Bengal state committee member Amiya Patro addressed a rally on 18th in Kumarghat. The campaign program shall conclude on 29th with a mass meeting at Khowai. This will be addressed by CPI (M) West Bengal state secretary Biman Basu and party CC member Aghor Debbarma.

CPI (M) polit bureau member and West Bengal Industies minister Nirupam Sen and central committee member and West Bengal Health Minister Suryakanta Misra addressed public meetings in Thiruvantantapuram and Kochi. An exhibition on the martyrs in West Bengal drew response from the masses.
In Madya Pradesh, more than 100 public meetings were held in different parts of the state. Thousands of posters in Hindi, with the slogan “victory will continue” have been printed. A campaign material explaining the pro people nature of the Left Front was distributed throughout the state.
In Himachal Pradesh, a public meeting was organized in Shimla, where Nilotpal Basu explained the true face of the attack on the Left in West Bengal. The participation of the younger sections was particularly noticeable.
In Assam, public rallies were held in Bongaigaon and Barpeta. West Bengal state committee member Jibesh Sarkar and state secretariat member Dipak Dasgupta addressed the rallies respectively. CPI(M) central committee member Uddhav Barman spoke in both the occasions.

Addressing two meetings at Gandachheraa and Raisyabari on 14th, CPI (M) state committee sectary Bijan Dhar said the concerted attack on the Left in West Bengal is aimed at weakening the struggle against neo liberalism, imperialism. In Sonamurra, West Bengal minister for land and land revenue Rezzak Mollah addressed a well attended rally, while CPI (M) West Bengal state committee member Amiya Patro addressed a rally on 18th in Kumarghat. The campaign program shall conclude on 29th with a mass meeting at Khowai. This will be addressed by CPI (M) West Bengal state secretary Biman Basu and party CC member Aghor Debbarma.
In Kerala, the week was organized in a big manner. Pinaray Vijayan, the state secretary Of CPI (M) and VS Achyutanandan, the Chief Minister addressed meetings. CPI (M) polit bureau member and West Bengal Industies minister Nirupam Sen and central committee member and West Bengal Health Minister Suryakanta Misra addressed public meetings in Thiruvantantapuram and Kochi. An exhibition on the martyrs in West Bengal drew response from the masses.
In Madya Pradesh, more than 100 public meetings were held in different parts of the state. Thousands of posters in Hindi, with the slogan “victory will continue” have been printed. A campaign material explaining the pro people nature of the Left Front was distributed throughout the state.
In Himachal Pradesh, a public meeting was organized in Shimla, where Nilotpal Basu explained the true face of the attack on the Left in West Bengal. The participation of the younger sections was particularly noticeable.
In Assam, public rallies were held in Bongaigaon and Barpeta. West Bengal state committee member Jibesh Sarkar and state secretariat member Dipak Dasgupta addressed the rallies respectively. CPI(M) central committee member Uddhav Barman spoke in both the occasions.

WOMEN’S ORGANISATIONS FLAY CONSENSUS RUSE ON WOMEN RESERVATION BILL
THROUGH a joint statement issued from New Delhi on April 6, several national level organisations of women expressed their concern that the joint meeting of political parties called by the UPA government on April 5 has once again reverted to the old argument of seeking a consensus on the 33 per cent Women’s Reservation Bill, before placing it in the Lok Sabha. This is nothing but an excuse to delay its passage, said these organisations, viz the All India Democratic Women’s Association (AIDWA), National Federation of Indian Women (NFIW), Joint Women’s Programme (JWP), Centre of Women’s Development Studies (CWDS), GOS, All India Women’s Congress (AIWC), Muslim Women’s Front (MWF), All India Dalit Mahila Adgikar Manch (AIDMAM), Young Women’s Christian Association (YWCA) and SMS.
The said organisations are of the categorical opinion that the UPA regime must not use the lack of unanimity as a ruse to postpone the introduction of the reservation bill in Lok Sabha, which is unfortunately what has been happening for fourteen long years. Those opposed to the existing bill had never given any indication of having altered their stand. These organisations have also reiterated their earlier position that any other issue pertaining to the bill may be addressed separately. They said the women of this country will not tolerate or accept any delay on the pretence of building a consensus.
Therefore these organisations have demanded that the government make good on its public commitment to the bill by introducing it as soon as the Lok Sabha reconvenes and by ensuring its passage.

SUCCESSFUL JAIL BHARO AGITATION ACROSS INDIA
WEST BENGAL
More than one million people from every occupation took part in the picketing programme that was held in Bengal at the call of the central units of the four Left parties. We have received reports from 19 of the districts noting that the programme was a massive success. We have chosen here to concentrate on four districts. One is Kolkata where civic elections are due as in adjacanbet Salt Lake. We have also chosen the Maoist-irritated districts of Midnapore west and part of east. We have selected north 24 Parganas for its vast industrial belt. We have focussed on Darjeeling for the JMM intransigence.
Kolkata saw the central government buildings under siege by thousands upon thousands of people from the morning until early afternoon when the programme was called off as announced earlier. From sales tax and income tax offices to railway HQs, the areas were vast swathes of slogan-shouting people.
Addressing the Kolkata rally, the central rally that is, at the Ayakar Bhavan, CPI (M) state secretary was trenchant about his critique of the anti-people and anti-poor policies of the Congress-run central government which, he added to say, had apart from pursuing an anti-people economic policy had been a failure as far as the maintenance of the internal security of the country was in consideration what with the ‘Maoists’ and their kith-and-terrorist-kin running amuck. Biman Basu called for bigger movements in the days to come to make the union government realise the gravity of the situation that the nation faced.
There was a big rally of fervour at each of the government offices in the terai, dooars, and plain lands of the Darjeeling district. Jibitesh sarkar, state committee member of the CPI (M) who heads the Darjeeling district unit of the Party told the People’s Democracy over phone that the Pradesh congress attempted but failed to create jhamelas (troubles) near the Bagdogra airport but were repulsed by a militant thousand of the masses including women.
Amitava Basu, state secretariat member of the CPI (M) and the district secretary of the 24 Parganas north CPI (M) told PD that more than 30 thousand people mustered before the central government offices and they were of the single view that the central government had been a consistent failure in the maintenance of even the minimum comfort for the lives and livelihoods of the common men and the right had ‘shone.’
Amitava Basu himself addressed several rallies and brought up the point that an ally of the central government was active in providing succour of every imaginable kind to the left sectarian killers called by the home minister as the nation’s greatest internal security imbroglio.
Dipak Sarkar, speaking to PD from Midnapore said that several lakhs of people could be encouraged to come out in the searing heat and scalding temperature of the pre-summer afternoon to picket before the central government offices. Professor Dipak sarkar said that the success was preceded by an intensity of campaign and agitation in the past week and this was the wholesome, pro-people result. The people, Professor Sarkar, reminded us had themselves realised where the shoe pinched and had thus also come out spontaneously where the sectarians were active.
TRIPURA
Thousands of people all over the state participated in the civil disobedience movement called by the four Left parties against sky rocketing price of the essential commodities and the failure of the central government to curb it. As per the decision of the Tripura Left Front committee the protest action was organised at 55 places all over the state.
At Agartala, the procession of the agitators started from Battala .CPI (M) state secretariat member Gautam Das, CPI state secretary Prashanta Kapali, AIFB state secretary Shyamal Ray, RSP state secretary Sudarshan Bhattacharya led the masses. Braving the scorching heat of April noon, the slogan shouting rally marched through the main streets of the capital city towards Akashvani Bhavan. Women in a large number were in front of the rally. The rally demanded immediate withdrawal of the price hike in petrol and diesel which were having a cascading effect on the prices of essential commodities. The agitators carried posters and banners demanding ban on the forward trading of food grains, strengthening of the PDS, making scope for employment and land reforms. As soon as the rally reached the road leading to the Akashvani Bhavan, the police obstructed them . The agitators broke three cordons before the police arrested them. They were kept in the Stable Ground before being released by the order of the magistrate. Around 6500 people courted arrest here only. At Dukli Subdivision near Agartala around 4000 people including CPI (M) Central Committee member Khagen Das courted arrest. More than 10000 people courted arrest at the three block headquarters of Khowai Subdivision. More reports from allover the state are still pouring in.
TAMILNADU
Nearly 1.5 lakhs of people including S Ramachandran Pillai, CPI (M) Polit Bureau member,courted arrest in Tamilnadu when they were picketing in front of the central government offices on April 8, against price rise.
From the state capital metro city of Chennai to the southern tip of the nation, Kanyakumari, thousands and thousands of cadres of CPI (M), CPI and AIFB thronged with red flags and raised slogans against the anti-people policies of the UPA government.
Nearly at 300 centers around the state, the Left party activists staged this massive picketing as part of the nationwide Jail Bharo programme to protest the government’s failure to check rising prices of essential commodities.
In Chennai, S Ramachandran Pillai, G Ramakrishnan, state secretary of CPI (M), D Pandian, state secretary of CPI and P V Kathiravan, state secretary of AIFB led the movement in front of the central railway junction.
Before courting arrest, S Ramachandran Pillai addressed the activists. He said the massive picketing was called by the Left parties for the genuine demands of the people.
Demanding universal PDS, employment for all unemployed and condemning the attacks on the democratic rights of the people, he announced that the next course of the agitation will be taken to an higher level with the secular and democratic parties.
Nearly 5000 people were arrested here by the police.
N Varadharajan, senior leader and central committee member of CPI (M) led the movement at Dindigul, and T K Rengarajan MP, U Vasuki, both Central Committee members led the picketing respectively at the temple city of Madurai and Thiruvallur.
CPI (M) Lok Sabha member P R Natarajan was arrested at the city of Coimbatore and CPI MP, P Lingam was arrested at Virudhunagar.
State secretariat and state committee members, district secretaries of the Left parties led the movement in other places and courted arrest.
Meanwhile, the MLAs of CPI (M) and CPI raised the price rise issue and shouted slogans against the wrong policies of UPA government, in which the ruling DMK party also participated in the Assembly, which is underway for the budget session. They demanded a discussion on the issue in the assembly. But the government denied permission.
Then theLeft MLAs walked out from the assembly and organised road roko in front of the Assembly and then all of them, including K Bala Barathi, leader of CPI (M) and V Siva Punniyam, leader of CPI, were arrested by the police.
PUDHUCHERRY
In Pudhucherry, the police lathicharged the gathering of Left parties in front of the assembly of the union territory. 30 cadres including 10 women were injured. Tamilnadu state committee of CPI (M) condemned this attack.
ANDHRA PRADESH
THE call for jail bharo agitation, given by the four Left parties against price rice, evoked good response in Andhra Pradesh with around 50,000 people courting arrest through out the state. Around one lakh people participated in the agitation of picketing the central and state government offices demanding the governments to take immediate steps to reduce the prices. Reports of arrests were still coming at the time of writing this. This participation from the people was heartening given the fact that there were numerous marriages happening on the same day across the state as it was perceived to be a “good day” for muhurtam.
CPI (M) Polit Bureau member and state secretary B V Raghavulu, CPI deputy general secretary S Sudhakar Reddy and CPI state secretary K Narayana led the agitation in Hyderabad, where they picketed the central government's Auditor-General office. Addressing the gathering, the leaders of the Left parties warned the governments that if they do not act now, they would face intensified agitation by all secular non-Congress, non-BJP parties across the nation. They faulted the central government for repeatedly increasing the prices of petroleum products resulting in rising prices of essential commodities. They also demanded strengthening and universalisation of PDS so that middle class and poor people can get food security and some relief. They also condemned the attacks launched against Left parties and the Left Front government by Trinamul and other reactionary forces. The AP state government's attempts to drastically cut down the ration cards of BPL people in the name of weeding out of bogus cards was decried.
Earlier, the protesters raised loud slogans demanding reduction in prices, grant of house sites, strengthening of PDS etc. The slogan “Reduce prices or resign from chairs” attracted everyone's attention. Leaders of RSP and Forward Bloc also addressed the meeting, which was chaired by CPI (M) state secretariat member Y Venkateswara Rao. Mild tension prevailed as the protesters resisted police high handedness during the arrests. In fact, there were not enough vehicles to take the arrested people to the police stations. Later the protesters, including the leaders, were taken to Nampally and Gandhi Nagar police stations. The agitation in front of Ranga Reddy district collectorate office also saw good attendance despite the fact that Section 144 remained in force in both Hyderabad and Ranga Reddy districts in view of recent communal violence.
Elsewhere in the state, thousands of people courted arrest in district headquarters, divisional and mandal centres. The agitation in Vijayawada was a massive one which was led by CPI (M) central secretariat member V Srinivasa Rao and CPI state secretariat member E Nageshwar Rao. Central committee members of CPI (M) participated in the agitations in Tirupati (P Madhu), Srikakulam (S Punyavati), and Kurnool (M A Gafoor).
MAHARASHTRA
Upon the 'Jail Bharo' call of the four Left parties, over one lakh people had courted arrest in 25 district and tehsil headquarters. Thousands of people had participated in this programme that took the form of picketing infront of each of the central government offices. The biggest of all these programmes was held in Dahanau where more than 15,000 people had courted arrest. They were led by Sitaram Yechury, Member, Polit Bureau of the CPI (M) and leader of the Party in Rajya Sabha. A huge public meeting was held in the college grounds in Dahanau which was addressed by Yechury followed by a procession towards the SDO office. The demonstrators tried to force open the gates and march into the office of the SDO, wherein the police had arrested them. Apart from Yechury, state secretary of the CPI (M) Ashok Dhawale and secretariat members, Rajaram Ojare, former MLA Lahanu Kom, Mariam Dhawale and members of the state committee, Parikiat Mannat and Edward Ote led the demonstrators. Picketings were organised in four areas in Mumbai. Protests were held in all the tehsil centres of Thane and Nasik. In Sholapur, a huge procession was held after which all the demonstrators were arrested by the police.
HIMACHAL PRADESH
The Himachal Pradesh state committee of the Communist Party of India (Marxist) has congratulated response for the civil disobedience Movement followed by mass arrests against the neo-liberal policies, galloping price rise and bus fare hike. From all over the state, reports are pouring in, where thousands of common people along with the activists of CPI (M) participated. There was a near total bandh in Shimla town, hundreds volunteered arrest in Rampur, Thoeg, Shimla, Rohru, Bhawanagar in Kinnaur district. The district of Mandi witnessed massive protests and arrests at almost all block headquarters including Karsog, Jhanjhehli, Sarkaghat. The Dharamsala town saw hundreds of volunteers of CPI (M) courting arrest. Similarly arrests were offered in Anni, Sanj, Thalot, Kalle and Mandi. The national highway (NH) leading to Mandi was disrupted at several places. In Simour district, arrests were made in Nahan, Poanta, Nauradhar and Rohnaut. Similarly powerful actions were made followed by arrests at Una, Arki and Parwanoo in solan district and at Chamba and Bharmour in Chamba district. More than 10,000 people throughout the state participated in these arrests.
In Shimla town the vehicular traffic was brought to a standstill since the early hours of the day. The main highways leading to Mandi, Chandigarh and Rampur were blocked at several places. Care was taken to avoid inconvenience to the students as examinations for undergraduate classes were on during post lunch session. The CPI (M) has stated, the Party will continue with such actions in the future in case the government does not act immediately in controlling prices and act accordingly in the Vidhan Sabha.
The CPI (M) has stated that the BJP state government is only raising a bogey against the price rise, but the fact remains that it does not have the political will to take steps to check price rise in the state. It has wilfully allowed the increase of Rs 1 per kg in PDS rice and 50 paise per kg in wheat flour and reduced the quantum of food articles being provided through the PDS.
The Party has demanded the Dhumal government to withdraw the bust fare hike by bringing a resolution in the Vidhan Sabha failing which it will have to face protracted protests in the coming days.
JAMMU AND KASHMIR
The CPI (M) held protest demonstrations against price rise, unemployment and targeted public distribution System at Partap Park Srinagar, in which hundreds of workers participated. The demonstration was led by senior CPI (M) leader G N Malik, Mohd Afzal Parray, Ab. Hamid Wani and youth leader, Advocate Arshid Hussain Baba.
A largely attended dharna was also held in front of Raj Bhawan, Jammu by J&K CPI (M) protesting against unabated price rise and ever-increasing unemployment problem. The demonstrators were holding banners, placards and raising slogans against the repressive economic policies implemented by the state and central governments. While addressing the demonstration, M Y Tarigami, state secretary, J&K CPI (M) said that the prices of the essential commodities like food items have risen disproportionately putting common man, working class and low-income group to grave hardships. He emphasised for implementation of universalisation of PDS instead of existing targeted PDS which denies availability of ration items to majority of our population.
Tarigami criticised the proposed Food Security Legislation in its present form. Commenting over the employment situation in Kashmir, he said Sheri-Kashmir Employment and Welfare Policy is inadequate to tackle the menace of rising unemployment problem and procedure for providing unemployment allowance is complicated and limited to only small section of youth.
While addressing the rally at Srinagar, Senior CPI (M) leader G N Malik said that the prices of essential commodities have increased by manifolds, hitting hard at the budgets of the people at large. Considering that the vast majority of people do not have a fixed income and have no protection against inflation, he said that such a huge increase in the prices of essential commodities constitutes a regressive redistribution of income from poor to rich having a reverse impact on the lives and livelihood of the common people.
Malik said that the government’s callous attitude towards price rise would not be tolerated by the people and his Party has decided to intensify the struggle against price rise and for a change in government policies in this regard.
PUNJAB
The Jail Bharo andolan by the Left parties got an enthusiastic response in Punjab all over the state against price rise, for land rights, employment and against the Maoist violence on the left in West Bengal. About 30000 volunteers of CPI (M) and CPI offered themselves for court arrest after holding effective road marches at various district headquarters, but the administration did not arrest them.
The action was held at Ludhiana, Sangrur, Amritsar, Jalandhar, Hoshiarpur, Patiala, SBS Nagar, Gurdaspur, Ferozpur, Bathinda, Mukatsar, Moga, Nagal and Chandigarh.
Nilotpal Basu, central secretariat member of CPI (M), Joginder Dayal the central executive member of CPI, Charan Singh Virdi, state secretary of CPI (M), Bhhpinder Sambhar, state secretariat member of CPI were among the leaders who addressed the volunteers at various places.
CHHATTISGARH
Inspite of the state bandh call given by the Congress on April 8 against Dantewara Massacre by Maoists and the withdrawal call of Jail Bharo Andolan by CPI, we could organise the programme in five main places like Raipur, Bilaspur, Korba, Sarguja and Koriya. According to the initial reports, approximately 2000 comrades participated in the programme.
DELHI
In Delhi, nearly 2000 people from the four Left Parties gathered at the Parliament Street demanding decisive and urgent steps against price rise from the UPA government.
The gathering was addressed by the national leaders of the four Left Parties – Prakash Karat, A B Bardhan, Debabrata Biswas, and Abani Roy.
Debabratta Biswas, general secretary, Forward Block emphasised the need for more militant struggles to build pressure on the UPA government to change its policies on price rise.
A B Bardhan, general secretary, CPI, condemned the government’s insensitivity on price rise and announced that over 25 lakh people will court arrest against price rise today. He also said that the Left parties will hold a meeting to co-ordinate with other secular national parties on April 12 in order to further intensify this movement.
Prakash Karat, general secretary, CPI (M), said that the prime Minister is holding a meeting with chief ministers on the issue of price rise. However, the UPA has been refusing to take decisive steps on the suggestions given so far. He reiterated the demand of the Left parties – withdraw increase in diesel and petrol prices, stop futures trading in essential food items, strengthen and universalise PDS and curb hoarding. He expressed the Left Parties’ resolve to focus on the Cut Motion on the budget inside parliament and intensify the struggle outside in co-ordination with other secular opposition parties in the coming days.
Abani Roy from the RSP said that unless the government accedes to these demands the agitation would be intensified further.
Nearly 2000 people, under the leadership of the national leaders of Left Parties, courted arrest at the Parliament Street. The people expressed their anger against the government by breaking barricades. The police used water canon at the agitators. One person was seriously injured and several others received minor injuries.
In Ghaziabad, over 600 CPI (M) and CPI activists courted arrest at the CGO complex at Hapur Road. In Noida, over 250 people courted arrest at DMs office at Surajpur, Greater Noida, after an effigy burning programme at Sector 8-9 Chowk.

CPI (M) BURDWAN DISTRICT COMMITTEE SECRETARY AMAL HALDAR BECOMES VICTIM
Shri Debabrata Bandyopadhyay is a trusted Advisor to the eccentric and obstructionist Trinamul Congress Supremo Mamata Banerjee. He is also a former Secretary of Revenue and erstwhile Secretary of Rural Development in the Government of India.
In a recent piece titled, "Citizens Beware! Killer Convicts at Large!" in the Mainstream magazine dated December 4-10, 2009 he has thrown mud on CPI (M) functionaries by building a monument of falsehood about "conviction", "release on parole" and "destruction of records".
In doing so and by using expressions such as "black mamba", "killer convicts", "nasty killer" to describe a serving and elected minister and other public functionaries, the author only further sullies his already discredited image.
What is striking is the absolute lack of editorial due diligence in publishing this malicious piece written by the former bureaucrat. Any editor worth her/his salt would have taken pains to check the veracity of the claims as well as been tempted to use editorial standards to vet some of the abominable language used. But alas, so consumed is the editor in buying the spurious monument of lies, there is none of that necessary editorial work.

Bandyopadhyay's entire article is a pack of lies, wrapped in a monument of malice intended to deliberately attack and demonize serving ministers and senior leaders of the ruling Communist Party of India (Marxist).
The context that provides the author to make such a willful character assassination and deliberate falsification of facts is the ‘Sainbari’ incident on 17th March 1970, where two brothers - sympathisers of the Congress party named Moloy Sain and Pronob Sain were killed.
These murders were made the pretext to falsely implicate the entire leadership of the CPI (M) in Burdwan district. It must be noted that this was done when West Bengal was under President's rule and the Congress party was going all out to target the CPI (M) and its cadres.
The argument of Bandyopadhyay's article is that:
1. 50/60 armed hooligans under the leadership of “Benoy Konar” attacked the residence of Sains in Burdwan with “foul mood” and murdered two Sain brothers named Moloy Sain and Pronob Sain.
2. 17 of the miscreants were responsible for the murder of the Sain brothers.
3. The author does not care to mention their names.
4. Eight of them, were "convicted" and life imprisonment was imposed upon them by the District and Sessions Judge of Burdwan in 1971.
5. Of the eight thus convicted- he names Benoy Konar (who is current Central Committee member of the CPI [M]), Politburo Member and West Bengal industries minister Nirupam Sen, Manik Roy (mentioned as "absconding"), Amal Haldar and Paltoo Bandyopadhyay.
6. The "convicts went on appeal before the Calcutta High Court twice.
7. On both occasions their appeal was rejected.
8. The convicts did not "curiously" prefer to appeal before the Supreme Court and instead "waited for an opportunity to get them out of the prison by foul means".
9. Later, when the CPI (M) came to power, "all the convicts of the Sain murder case were released on “unconditional and unlimited parole”.
10. The "records of the case" were "pilfered" from the "archives of the Calcutta High Court through their [the CPI (M)'s] committed members of the "Coordination Committee" among the employees of the High Court" and were destroyed.
11. The Registrar General, Calcutta High Court had "shockingly" reported to the Supreme Court that the High Court had no paper relating to the Sainbari case.
12. The "convicts" have been "enjoying unrestricted and unconditional parole for the last 32 years".
13. One Joydeep Mukherjee has filed a writ petition before the Supreme Court to find out how the "convicts" have been "enjoying unrestricted and unconditional parole for the last 32 years".
Thus framing his case for the article's headline that "killer convicts are at large", Bandyopadhyay then goes on to construct an elaborate pack of cards bringing the Singur and Nandigram "incidents" into the picture as he makes scurrilous after scandalous claim about the persons in question.
FACTS OF THE CASE AND ORDER
1. The 2nd United Front Government led by Ajoy Mukhopadhyay was dismissed by Governor Dharam Veera on 16-03-1970.
2. A 24-Hour All Bangla General Strike was called by the CPI (M) and other Left Parties on the next day 17-03-1970.
3. In each and every locality in West Bengal the “Bandh” was being observed peacefully and the cadres of Leftist Parties took out processions and organized mass meetings against the dismissal of the State Government.
4. A similar peaceful procession was taken out in at Telmarui area of Burdwan Town on that day by CPI (M) workers.
5. It was attacked by antisocial elements of Congress Party with bombs, lethal weapons and as a result one Gourhari Dey was injured seriously.
6. In the clash followed, 2 Sain brothers named Moloy Sain and Pronab Sain and one private tutor were killed.
7. At 12:30 PM on the same day, one Dilip Kumar Bhattacharya s/o Bomkesh Bhattacharjee of Ahiritola Lane, P.S. & Dist. Burdwan lodged an FIR with the Burdwan Police Station. The FIR was drafted by the District Congress President Nurul Islam in the Congress Party Office in consultation with Panchu Gopal Mukherjee, S.P. of Burdwan, Shankari Chatterjee, Officer-in-Charge, Burdwan Police Station and Rabindranath Ghosh, S.I. of Burdwan Police Station.
All the above three police officers had taken a pledge to wipe out CPI (M) from Burdwan District. Bijoyesh Ganguly was mentioned as witness.
8. The manufactured FIR mentioned clearly the following:
a. A peaceful ‘Bandh’ was being observed at the call of a political party but its armed cadres were giving provocative slogans.
b. At about 8-00 am an armed procession of about 1500/2000 people were proceeding through Pratapeswar-Shibtola in the town where the residence of Sain brothers was situated.
c. The processionists broke open the residence of the Sain Brothers, set it to fire and in the ensuing clash two Sain Brothers named Moloy Sain, Pronob Sain and family private tutor Jiten Roy were killed.
9. On the basis of the said FIR the Burdwan Police Station started P.S Case no 50 dt. 17.3.70 under sections 148/149/307/302/336/380 of I.P.C. against the following persons and took up investigation of the case.
(1) Ajit Kumar Mukherjee @ Tilu (2) Kalyan Dutta Mondal (3) Pabitra Bhattacharjee (4) Madhu (5) Anwar Hossain (6) Akbar Hossain (7) Tapas Mukherjee (8) Vivek (9) Bulu (10) Amal Banerjee (11) Bablu Banerjee (12) Saikat Sain (13) Gandhi (14) Budo (15) Mahadeb Bhattacharjee (16) Swadhin Chatterjee (17) Mridul Sen (18) Salil Bhattacharjee (19) Subhas Chatterjee (20) Dilip Dubey (21) Ajoy Chatterjee (22) Bablu Dutta (23) Pradip Ghosh (24) Baidyanath Samanta (25) Sujit Ghosh (26) Subodh Chowdhury, (27) Amiya Dawn of Shaktigarh, Freedom Fighter Subodh Chowdhury and in the name of others totaling to 72 and 1500 unknown people.
In the original FIR there was no mention of the names of the then MLA Benoy Konar, Gokulananda Roy, Municipal Councillor Mojammel Hossain, Ramnarayan Goswami @ Kuro, Abdul Rashid, Swapan Banerjee and others.
10. Shri Tarun Dutta was the District Magistrate of Burdwan.
11. Later the officiating Chief Minister Shri Sidhartha Shankar Roy had been to Burdwan a number of times. He met the mother of Sain brothers Smt. Mrignayana Devi and made a wide-spread false and malicious propaganda that she was forced to eat boiled rice mixed with blood of her two slain sons on the fateful day. He had also introduced her to Smt. Indira Gandhi.
12. The notorious Governor Dharam Veera also visited Burdwan to give it wide publicity.
13. All the anti-Leftist Forces and a section of perverted media in the country had spread concocted stories of CPI (M) brutality and made it an all India issue. Even BBC make slanderous propaganda against the CPI (M).
14. After completion of the investigation the D.D.I., Asansol submitted a charge sheet against 111 persons including Benoy Konar and others on 8.2.71 under various sections of the Penal code including sections 326/302/440/836/114/149/336 of I.P.C. before the S.D.J.M Burdwan.
15. The Investigating Officer requested the Court to release 34 innocent persons who were arrested indiscriminately by him.
16. Out of these 111 accused persons, 56 persons were in jail as Under Trial Prisoners.
17. In this case " STATE V AJIT MUKHERJEE AND 83 OTHERS” also known as the “SAINBARI CASE” there was mention of 78 persons as public witnesses.
18. After submission of the Charge Sheet some more arrests were made.
19. During the running of the trial at Burdwan, the advocate Bhabadish Roy defending the accused, Freedom Fighter Shibshankar Chowdhury (Kalo Da), Purnananda Batabyal, Pancha Bagdi, Ram Mudi, Arun Devbhuti, Nitya Paul, Anwar Hossain, Brinta (Bagha) Bhattacharjee, Arun Dutta, Shanti Bhanja and many other CPI (M) leaders & cadres were killed by criminals of Congress Party in Burdwan Town. A total reign of terror was created by the Congress hoodlums and butchers in connivance with Superintendent of Police Panchu Gopal Mukherjee and other police officials in the town.
20. Most of the CPI (M) leaders and cadres living in Burdwan town had fled and took shelter elsewhere.
21. The accused persons, therefore, made a prayer before the Sessions Judge, Burdwan for the transfer of the case outside the Burdwan town on safety and security reasons.
22. The Learned Sessions judge rejected the prayer of the accused persons.
23. Thereafter the accused persons moved the Hon'ble High Court, Calcutta. On 21.2.71 the Hon'ble High Court transferred the case to Alipore and the S.D.J.M Alipore committed the case to the court of Sessions on 13.6.74.
24. Some of the accused persons died in the meantime and some were absconding. So, the Third Court of Additional Sessions Judge Gitesh Ranjan Bhattacharjee framed Charges against 83 accused persons on 13.8.77 including Benoy Konar, Dilip Dubey, Ramnarayan Goswami, Ashok Bhusan Chakraborty, Mridul Sen, Sukanta Konar, Nirupam Sen, Rajat Banerjee, Amiya Saha, Swapan Banerjee under sections 148/149/302/149/436 of IPC and read out their names. All the accused persons pleaded innocence.
25. The names of Amal Haldar and Manik Roy were mentioned neither in the original FIR nor in the charge sheet framed by The Third Court of Additional Sessions Judge on 13-08-1977.
26. In the meantime, the Left Front Government came to power on 21st June, 1977. Immediately after installation, it declared the following policies on the basis of “Forgive and Forget”:
a. No revenge will be taken against those criminals and murderers of the Congress Party who had butchered more than 1200 CPI (M) leaders and cadres in West Bengal between 1971 and1977 and created a reign of terror during this period.
b. All political prisoners irrespective of affiliation would be released unconditionally.
27. On 20.9.77 the Learned Public Prosecutor, therefore, filed an application u/s 321 Cr.P.C seeking the court's consent for withdrawal from the prosecution of the accused persons.
28. On 30-09-1977 Shri Gitesh Ranjan Bhattacharjee heard the case and ordered to withdraw cases against only 4 accused persons.
29. All the other accused persons appealed to the Calcutta High Court. Maintaining the order of 30-09-1977 the Calcutta High Court directed the State Government to submit afresh a petition before the Third Court of Additional Sessions Judge for withdrawal of the case. Shri Asit Ganguly defended the accused persons.
30. On 29-11-1977 the Public Prosecutor filed an application afresh u/s 321 Cr.P.C before the Third Court of Additional Sessions Judge for withdrawal from the prosecution of the accused persons with the consent of the court on following grounds.
a. There was an occurrence on the relevant date and relevant time in the house of the Sains, but the accused persons did not participate in that occurrence. That most of the accused belonged to one political party and most of the witnesses belonged to a rival political party, and that the accused persons had been falsely implicated in the case. That the investigation had not been fair and impartial and that the rival political party directed the course of the investigation and the evidence collected by the investigation agency was grossly tainted.
b. As two major political parties were involved in the case, if instant prosecution was carried to its logical end, it is almost certain that feelings or acrimony and hatred would be engineered between the local workers of the said two political parties, and that the current (then) situation in Burdwan town is quite peaceful and the trial is bound to disturb the peaceful atmosphere that is prevailing in the town.
c. The then State government (of the Left Front) had effected a policy of "Forgive and Forget" which was directed at putting an end to all political and ideological bitterness of the past.
d. The entire trial is based on the FIR lodged by one Dilip Bhattacharjee. But he himself has declared in writing that he did not know who had committed the murder. He was not a witness to the incident. He had neither written the statement of the FIR nor did he himself submit the same to the concerned police station. The FIR was drafted by the District Congress President Nurul Islam. He had put his signature on the same without going through it. Mr. Islam himself had also submitted it to the police station. The written declaration of Shri Bhattacharjee was enclosed marked Annex-A.
Witness No. 43 Itika Dutta of Suratmahal Lane of Town Hall Para of Burdwan had submitted in writing that during the incident on 17-03-1977 she was out of Burdwan. The Investigating Officer had manufactured a false statement under section 161 Cr.Pc. without meeting her.
The brother of two slain Sain brothers Bijoy Sain submitted in writing that along with two others he was confined to a room during the incident and so did not know what actually had happened.
Bijoy Sain, his sister Swarnalata Josh and brother-in-law Amalkanta Josh had in writing pleaded for withdrawal of the case in view of the prevailing peaceful atmosphere in the town.
e. The Investigating Officer had recorded the statement of Swapan Mukherjee on 08-04-1970, Nurul Islam on 08-04-1970 and Bijoyesh Ganguly on 23-04-1970 as witnesses to the incident but surprisingly their names were not mentioned in the original FIR. Even they had not put their signature on the FIR as witnesses.
The Public Prosecutor submitted that on the basis of such weak documentary evidences and witnesses, it was not possible for him to continue the case against so many people. So, he wanted to withdraw the case.
In the meantime, Hon’ble Judge Gitesh Ranjan Bhattacharjee got transferred to the Calcutta High Court as its judge. So, the Additional Sessions Judge R.K. Kar examined the grounds of withdrawal by looking at similar judicial precedents and on the basis of principles laid down by the Supreme Court in considering such grounds observed that:
a. There was a case of recantation of testimony by the person who filed the FIR.
b. He was unsure of the numbers mentioned in the charge sheet and that following the incident.
c. Leaders of the rival political party had colluded with the investigating officer in getting statements recorded from various witnesses.
d. There were several discrepancies with the statements given by the witnesses.
e. The manner the FIR was filed and in the way the investigation was done.
f. These facts and circumstances supported the Public Prosecutor's submission.
g. The investigation had not been impartial.
h. He would not be able to lead cogent and convincing evidence to warrant a conviction of the accused was not without basis.
i. The general political atmosphere in Burdwan Town at that time, featuring political murders and attacks on rival political parties, the general inaction of the police during the incident - either to halt the miscreants' attack on the Sain house as a retaliation to an alleged bomb attack on them or to apprehend them after the incident.
j. Other precedents on incidents arising out of rivalry between different associations and dismissal of charges owing to the need to continue to maintain harmony post such incidents.
k. In the light of prevalence of relative calm and peace eight years since the Sainbari incident, the judge mentioned that the Public Prosecutor's submission of withdrawal on such grounds deserved consideration.
l. However on the third ground of the Left Front government's policy of "forgive and forget", the judge clearly mentioned that "the policy of Government is no consideration for giving consent for withdrawal" citing other precedents.
m. In sum, the judge considered the other grounds enough to not find sufficient reason to withhold consent for withdrawal. Thus, the 83 accused persons were acquitted of the offences under Cr. PC section 321(b) passing the following order on 06-05-1978.
“CHARGES HAVING BEEN FRAMED AGAINST ACCUSED PERSONS OF THE INSTANT SESSION TRIAL CASE THEY ARE, THEREFORE, ACQUITTED OF THE OFFENCES UNDER SECTION 321 (b) CR.PC.”
If anyone goes minutely through the proceedings of the court, he will come across the following facts.
The "convicts" went on appeal against their "sentence" to the High Court and that eventually they were released on "parole" are thus completely false and flows from the rather flowing imagination of the said author.
It also appears very clearly that the numbers 8 and 17 are discretely chosen to make a scurrilous point.
Amal Haldar's name for example is not part of the 83 accused in the "State vs Ajit Mukherjee..." case.
· How could someone who has not been convicted appeal for "parole"?
· And from where did Bandyopadhyay make his claim that eight persons were convicted and sentenced to "life imprisonment"?
· And why would anyone who has not been "convicted" appeal to the Supreme Court to overturn a judgment of "conviction" if that never happened?
· These are questions that deserve legitimate answers from the obviously deranged former bureaucrat.
· That Bandyopadhyay's later assertions on the CPI (M) using its "power" to grant "parole" to the "convicted" and that the records of the case archive were destroyed are nonsense is proved from the "State vs Ajit Mukherjee..." case records.
· Curiously, Bandyopadhyay also makes other assertions that the Registrar General, Calcutta High Court had "shockingly" reported to the Supreme Court that the High Court had no paper relating to the Sainbari case, when no appeal to the non-existing conviction was ever filed in the High Court!
· The author continues in his nonsensical vein claiming that the "CPI (M) government had granted unconditional and unlimited parole" and hopes that the "Supreme Court gave an order revoking the parole of the convicts".
· It is mentioned in the article that one Joydeep Mukherjee has filed a writ petition before the Supreme Court to find out how the "convicts" have been "enjoying unrestricted and unconditional parole for the last 32 years".
· As established before, these are all false premises and one wonders how the Supreme Court could admit the petition which is certainly a false affidavit - a sure case of contempt of Court.
In fact, the order in the "State vs Ajit Mukherjee and 83 others case" - passed by the Third Court of Additional Sessions Judge, Alipore dated 30 September 1977 and another dated 6 May 1978 - eventually acquitted the 83 accused persons from the charges framed against them.
So, the entire contention of the article written by D. Bandyopadhyay is concocted, manufactured and distorted. It is nothing but a fairy tale and nonsense. It is completely false and flows from the rather flowing imagination of the said author.
The deranged writer D. Bandyopadhyay is a trusted advisor of the leader of the chief party in the opposition in the state is a testament to the state of affairs that exists in the anti-Left Front alliance in West Bengal.
Considering the track record of the leader in question - in the sheer mindlessness, in the nonsensical obstructionism, in the poverty of logic and reason in the Trinamul's politics, it is not a surprise that she keeps such abominable company to advise her. He and other perverts are the “Think Tank” of Mamata Banerjee. It can be easily realized how they are going to destroy the future of West Bengal.
The perverted former bureaucrat D. Bandyopadhyay is the most appropriate successor of “Goebles and Hitler”. If both of them were alive, they would have hung their heads in shame watching their successor surpassing their limits of distortion of facts and perversions. The use of most derogatory words such as “convict on parole”, “public menace”, "killer convicts” “black mamba” “Khokan Sen”, “District level operator” "nasty killer" etc. by this uncultured former bureaucrat speaks of his unsound mind and manner of his bringing up.
It is, therefore, expected that the Supreme Court of India takes drastic steps against the perverted Maoist intellectual D. Bandyopadhyay for distortion of court proceedings and against Joydeep Mukherjee for filing a false affidavit before the Apex Court.
As a matter of fact, the free roaming of these types of perverts and deranged intellectuals is not only dangerous for the society but also for the country.
A section of print media in West Bengal such as “The Statesman”, “Dainik Bartaman”, “Ananda Bazar Patrika”, “Dainik Pratidin”, Dainik Sangbad”, “Mainstream”, “Dainik Ekdin” “The Telegraph” have been emitting venom against the CPI (M), its leaders and the Left Front Government in West Bengal. These print media on the pay roll of finance capital and imperialists are bent upon maligning and weakening the working class and democratic movement in the country. A few perverted anti-national insane intellectuals use these media for suiting their political agenda. The former IAS bureaucrat D. Bandyopadhyay is one of them.
